National Physical Literacy Mission

Why in News ?

  • In May 2022, Supreme Court has asked the Centre and States to respond to a report recommending sports to be expressly made a fundamental right under Article 21 of the Constitution.
  • The report submitted by the court's amicus curiae (friend of the court) suggested that the 'narrow' phrase 'sport' be replaced by 'Physical literacy'.
  • Which is a term firmly established as a right in the leading sporting nation of the world.

Key recommendation in recent Plea

  • Sports as Fundamental Right under Article 21A
  • 90 Minutes of Physical activity in every school day
  • Sports be transferred to Concurrent List.
  • Sports facilities for fee
  • Draft 'Physical Literacy Policy
  • A 180 days time should be given to educational institutions to draft physical literacy policy.
  • 'No child - left behind' approach

Other Features of National Physical Literacy Mission

  • The report also proposed for all registered and unregistered private and public education institutions to have publish and disseminate to all parent/guardians a physical literacy policy.
  • The policy would acknowledge the institution's legal commitment to integrate physical literacy in all aspects of its curriculum.
  • This is to ensure that physical literacy is a part of the overall curriculum and syllabus for national and state school boards in particular the National curricular Framework for School Education 2020-21.'

  • Pandit Deendayal Updhyay National sports welfare fund.
  • National Sports Development Fund
  • Running sports training centres through Sports Authority of India.

Way Forward

  • Sports is a state subject and therefore uniformity in sports specific activities of various states in India is extermely important for providing equal opportunities to all the citizens of the country.
  • We have to take collective action to creates a system and a proper environment whereby the young talent is spotted and developed in right earnest.
  • Integration of sports with education to introduce sports culture in India is the need of the hour.
  • The allocation of funds to sports as a percentage of budget, can be increased for broad - basing sports in this country.
  • There is also a need to develop a sports culture in whole country by spreading awarness in society by telling benefits of sports in life
