Why India, Russia Blocked Move To Take Climate Change To UNSC?
On 13th December 2021 India and Russia blocked a proposal of United Nation Security Council (UNSC) to bring climate change discussion under the ambit of UNSC.
What does proposal wanted?
It called for UN Secretary General Antonio Guterres to submit a report on security aspects of climate change in the next two years.
It also asked the Secretary General to appoint a special envoy for climate security.
It asked UN field missions to regularly report on climate change assessments in their areas of operation and take the help of climate experts in carrying out their routine functions.
Similar proposal was also prepared in 2020 by Germany but at that time due to USA opposition, it was not introduced.
Several countries European as well as African have been demanding for the discussion of climate change and disasters it causes under the ambit of UNSC.
Since 2007 Climate change and the conflicts its causes has been being discussed in UNSC.
What does UNSC do?
It is one of the six principal organs of the United Nations (UN), charged with ensuring international peace and security, recommending the admission of new UN members to the General Assembly, and approving any changes to the UN Charter.
Its primary mandate does not include climate change.
For the purpose of climate change deliberation United Nations has already as framework called United Nation Framework on Climate Change (UNFCCC) with almost all the countries of the world signatory to it.
Arguments In Favour and Against the Proposal
With the huge support it received and numerically minuscule opposition from India , Russia , China it is unlikely that the resolution will go away completely.
It is likely to be reintroduced in amended form in near future.
Primary aim of the proposal is that UNSC discuss the climate change along with the conflicts it causes.
However it is also likely that it will create another point of polarization in a already fractured security council.
In this situation voice of India which is not just majorly affected by climate change itself but also the most populous member of United Nation will be a important one in deciding the future of these proposals.
